Azerbaijan pardons jailed Frenchman after EU lifts sanctions on Russian oligarchs
At the request of France and Luxembourg, the EU removed two Russian oligarchs from its sanctions list in order to facilitate the release of Martin Ryan, who was arrested in December 2023.
