Ahead of Apple's “pro and tell” event taking place on Wednesday, the company has given the iPad Mini "it's biggest upgrade ever." The California-based technology company says that prices for the newest iPad Mini start at $699 with preorders beginning on October 28 and the device being available on November 6.
